Rebase to Chromium 92

Upgrade Sail to Chromium 92

We successfully rebased Sail to Chromium 92 (released July 20) for the latest security and feature updates from the Chromium project. This rebase required updating several branding files to keep our browser consistent with Sail branding.

New Sail debugger

We updated our internal Sail debugger to work with improvements in rob2 and new requirements from Sail v0.3.
