Basic Chat Prototype

Our first prototype type of chat in Sail Desktop is ready to use. It's very basic right now, including just a global chat and ability to create threads on saved cards. We're working on adding notifications, tagging, and basic quality of life features, in addition to our continuing UI work (we don't implement extensive UI at prototype stage).
